One possibility that springs to mind is that when testing this you may have tried to view the link immediately after logging out (in which case you would see the log-in screen). This is because when you log-out a security process runs (to stop displaying the maps on any other open tabs) and while this process is running the behaviour you have observed occurs.

To avoid running into this security process – the next time that you test this – wait for a couple of minutes after logging-out, by which time the public link behaviour should work as per normal.
