Locality is the range of our ability to influence the pattern of interactions. Each of our choices has impacts that resonate through the pattern. The amplitude and clarity of the resonance is greatest near to the impact and diminishes over distance. - David Braden

David Braden "manifestations of problems of the bioregion"
I think we are on the same page M Ichael. I am not exactly sure how to draw boundaries that make sense within the pattern of interactions at the largest scales. There are processes that operate at a planetary scale like the flow of water and wind. There are fuzzy boundaries between plant and animal communities like the boundary between prairie, woodland and wetland. What is the boundary between a reef and the deep ocean?
For that reason I have adopted the idea of locality. Locality is the range of our ability to influence the pattern of interactions. Each of our choices has impacts that resonate through the pattern. The amplitude and clarity of the resonance is greatest near to the impact and diminishes over distance.
I use habitat to mean the reverse of that. Habitat is the set of interactions that impact us. The idea is to use your influence locally to improve the habitat and those improvements can cycle back to benefit you.
